Arrest Warrant Issued in Massengale Disturbance

During the evening of Sunday, April 28, 2019, Glynn County Police officers responded to

reports of loud music being played and ATVs being driven in Massengale Park on Saint

Simons Island. Officers arrived to find several hundred people gathered in the park at an

organized event, which included a disc jockey playing loud profane music and the

consumption of alcohol. As officers attempted to gain compliance with laws and ordinances,

fights broke out. Officers were eventually able to disperse the crowd as night fell, but found

the park trashed. Broken glass, food, alcohol, clothing, and other items littered the park.

Additionally, county-owned facilities and property were damaged.

Captain Eugene Smith, Patrol Division Commander, conducted an investigation into the

gathering and possible violations of Georgia law and County ordinances. Captain Smithā€™s

investigation revealed the event, which was organized by a local group called ā€œKMGā€

(Kustom Made Gansters), was not permitted as required by county ordinance. As a result of

Captain Smithā€™s investigation, an arrest warrant has been issued for 31-year-old Brunswick

resident Rashad Lamario Golden for one count of Disorderly Conduct (O.C.G.A. 16-11-

39(a)(4)). He has also been charged with violations of two Glynn County ordinances: Public

Conduct ordinance (2-26-4) and Noise Variance ordinance (2-9-54(a)).

ā€œWe welcome and encourage citizens to enjoy county-owned parks and facilities, however,

the rules must be followedā€, Chief Powell said. ā€œThe purpose of the vetting and permitting

process outlined in the Glynn County Code of Ordinances is to reduce the potential for

disorderly behavior such as what occurred with this eventā€, Chief Powell added.
