Superior Court Judge Stephen G. Scarlett heard arguments Tuesday in the civil case brought against the county by the Texas development company that owns the Sinclair tract on the north end of St. Simons Island. The preliminary development plat was denied three times by the Island Planning Commission. Scarlett gave both sides 10 days to file any additional briefs, but declined to set a date for a ruling.
